Fee Structure Descriptions
OSU Marine Operations provides services for fees that are directly related to the mission of the University which includes teaching, research, and public service.
The consolidated institutional fee process includes:
- External fees – charged to external (non-OSU) entities through cash transactions for services provided by units within OSU to non-OSU businesses, organizations, and individuals. These fees are subject to an annual public review process. It is University policy, as well as sound fiscal policy, that External Fees fully recover the costs (including administrative) associated with providing services.
- Internal fees – charged via journal voucher and are expected to recover the full costs of providing services within the OSU community. Internal fees are reviewed annually for compliance with Federal OMB Uniform Guidance 2 CFR 200 and Oregon State University policies.

R/V Elakha
Internal and External Rates
Users requiring extraordinary staging time to prepare the vessel (or remove equipment from the vessel) for a cruise will be charged actual expenses for the time, including crew salary, travel, port fees, and equipment operation charges

For Elakha cruises requiring loading, crane, and/or cleanup time in excess of 1 hour. Up to 1 hour of load time/crane/cleanup time is included in the base rate.

R/V Elakha day use fee for up to 8 hours with captain and deckhand. Includes fuel and up to one hour of mobilization/demobilization time.

15664 | 15824: R/V Pacific Storm Mobilization/Demobilization
Time spent for mobilization, demobilization, and standby over two hours will be billed at this hourly rate. The first two hours of mob/demob are included in the R/V Pac Storm day rates.
Internal Rate: $575/hour | External Rate: $705/hour
15826 | 15827: R/V Pacific Storm Daily Rate >12 hours
R/V Pacific Storm day use fee for more than 12 hours with captain, mate, and engineer. Includes fuel and up to two hours of mobilization/demobilization. Additional mob/demob time will be billed at the hourly rate established in the fee book. Additional expenses not covered in fee (e.g., crew travel, moorage outside of Newport) will be paid directly by user or billed at cost. A cook can be requested and billed to user at cost in addition to $30/person/day for science party food. A standby rate of $1500/day will be assessed for days requested on the final cruise plan that go unused for reasons other than weather or operating conditions that are generally outside users' control.

R/V Pacific Storm day use fee for up to 12 hours with captain, mate, and engineer. Includes fuel and up to two hours of mobilization/demobilization. Technical services that include, but are not limited to, vessel engineering or modifications, consulting, voyage planning, expediting for scientific team, receiving and storing field gear, using forklift to off load and store scientific equipment, science support for assistance in deployment/recovery of gear, or installing user supplied equipment. Such services are not considered as routine and therefore are not included in the Pacific Storm usage fees. Overtime rate is 1.5 x hourly rate. Master $83/hr, Chief Mate $70/hr, Chief Engineer $89/hr, Research Coordinator $90/hr, FRA $66/hr, and Fiscal Manager $83/hr.

15815 | 16351: Captain and Crew Labor
Hourly labor rates for captain and crew. Internal rate for regular hourly pay is: First Captain $83, Chief Mate $70, Engineer $89, Deckhand $62, and Cook $63. Overtime rate is 1.5 x hourly rate: First Captain $124.50, Chief Mate $105, Engineer $133.50, Deckhand $93, and Cook $94.50. These labor rates will be charged when a voyage requires more than the standard crew included in basic ship operations.

West Coast Van Pool
Internal and External Rates
Ship Laboratory Van Services provides common use of container vans provided by NSF for Ship Operations and Principal Investigators on UNOLS Vessels. The rental fee will cover the container van storage and maintenance.
3146: General Purpose Van Rental
Provides common-use of container vans provided by NSF for Ship Operations and Principal Investigators. Fee is daily rental for both UNOLS and non-UNOLS vessels.

9684: Isotope Van Rentals
Provides an isotope van for scientists needing to use radioactive materials. Fee is daily rental for both UNOLS and non-UNOLS vessels.

Provides a temperature-controlled portable laboratory space for work requiring a refrigerated environment down to 4 degrees Celsius. Fee is daily rental for both UNOLS and non-UNOLS vessels.

Shoreside Support Services are exclusively offered at the Marine Operations Facility, and the immediate surrounding campus location.

Port services, including but not limited to: Electrical shore power, shop support, field support, diving services, and labor by Ship Ops personnel. Electricity and water are charged at actual cost. Berthing is charged at $1.00 per foot per day.
